The government has developed the ‘Home and Community-Based Care and Support’ (HCBCS) programme to provide home-based care for the hundreds of thousands of people suffering from AIDS who cannot access hospital care. This programme is run jointly by the Departments of Health and Social Development. Provincial offices of these Departments provide training and funds for community caregivers working with various NPOs throughout the country. The government announced plans in early 2005 to spend an additional R500 million a year over the next five years creating jobs for caregivers. Of the 150 000 jobs to be created more than three quarters will be in home-based care projects, with an additional 90 000 short-term workers recruited at existing sites. NPOs working in this field must therefore increase their efforts to obtain government funding so that their home-based caregivers can at least receive proper training and a regular monthly stipend. training.

The Expanded Public Works Programme (EPWP) is one of the governments short-to-medium term programmes aimed at the provision of additional work opportunities coupled with training.The EPWP aims to create additional work opportunities for a minimum of one million people (at least 40% women, 30% youth and 2% disabled) in South Africa between 2004 and 2009.
The EPWP, working with the Departments of Social Development, Health and Education, selected two programmes - Home Community-Based Care (HCBC) and Early Childhood Development (ECD) - as the lead pilot programmes for the social sector.
