The OVCaid Model has been developed by Investec’s Corporate Social
Investment division in partnership with various other non-profit
organisations (NPOs) specialising in providing services, training and
support for children. It is based on a pilot project running in a
cluster of four schools in Alexandra township that has been providing
the full spectrum of basic physical and psychosocial needs to over 400
orphans and vulnerable children (OVC) on a daily basis since 2004.
The
project has been driven by a vision to create a cost-effective platform
of quality service provision for OVC within their own communities that
can be replicated throughout South Africa. To this end, the model is in
total alignment with the aims outlined in the government’s 'Policy
Framework for Orphans and Other Children Made Vulnerable by HIV and
AIDS' and is designed to work with governmental initiatives, ensuring
an effective service delivery to all such children.
The purpose of this manual is to document how the model works so that it can be successfully replicated around the country by interested corporates, donor agencies or government departments. It is not a rigid blueprint but rather a flexible set of guidelines as to how the government, the private sector and civil society can work together to maximise both the will and resources to ensure a continuum of quality care for all OVC in South Africa. Examples from the pilot project, the Alexandra Children’s Care and Support Centre, are provided throughout the manual to illustrate how the different guidelines have been put into practice.
